Dowa kingdom is comprised of thirteen autonomous districts. Their peace is maintained by a single massive organization, ACCA. Deputy Chief Jean Otus of ACCA Headquarters Inspection Department is in charge of conducting ad hoc audits of the thirteen district branches.
